How do you steam vegetables in this? Thanks

The vegetables are placed in the top steamer basket and a few inches of water in the bottom pot. Place the steamer basket on top of the pot and cover with lid. Steam - cooking on med to low heat until the veggies are cooked to your liking. Cooking times will vary depending on your vegetable. Be sure to use pot holders with the handles - as they do get hot

Need to know the exact inside and outside diameter of the saucepan - elsewhere they gave 3-4 sizes ?

7 inches inside and 4 and 5/8 deep , outside dia is 7 1/4 at the top lip. The steamer fits inside and is 3 1/2 deep. The lid fits both nicely.

Can you cook rice in the bottom and steam vegis on top?

Not really. bottom part would not be enough room to cook rice unless you don't mind the water/rice bubbling and cooking up towards top steamer part.
