will this charge my oculus quest 2 fast with a fast cable ?

I was mislead too. I never read that they only have a 2 amp output. Definitely need 3.2 amp or higher for any newer Android phones. (2019,2020,2021) good thing it was only 9.99 lol

does this require a special usb cable for fast charging or are all usb to micro usb charging cable capable of fast charging?

Before anything else, you must consider the connectors you need. Most Android phones use micro USB B connectors, and most chargers have USB A connectors. Newer Androids now have USB C, which also allows for faster charging, since this type can carry larger loads (more amperage, wattage, voltage). There are also charges available with USB C connectors, so if if you have both this type of charger and this type of connector on you phone, you're all set. If, however, your charger hast the older USB connector and your phone USB C, AND you want to utilize one of the fast charging options available (PD, QC, etc.), without problems (no damage to phone, no fire, increased charging speed, etc.), get a cable that has the USB 3.1 on the charger end.

Isn’t this just a base? Why are people saying it cannot be used for iPhones? If you have proper cord, can’t you use this for any type of fast charge?

I believe they are trying to market towards Android owners, in this product description. I've had Androids pretty much my entire life, with the exception of one iPod (6th Generation), when I was 16 or 17 years old, and I've used this base (and others like it) to, successfully, charge every device perfectly. To this day, these types of boxes are still my absolute overall favorite.
