No, all Quarton laser modules are not outdoor rated. We don't think these inexpensive laser modules might meet your special requirements without attenuation.

So is this actually a direct-diode semiconductor laser and not dpss (diode pumped solid state) being turned green by the crystal?

You can. Just double the amps. I. E. 12v at .5 amp. 5v at 1amp. But use a diode resistor to be sure it does not go over. Also. If you only have .5amp, the use a capacitor to get 1amp. Will be short delay for turning on.

What do I need to power this? Can I splice it to an outlet plug and run it from a standard outlet?

I used 9V battery. It needs DC, outlet will definitely not work. AC + way too high voltage, you will get it fried.
