Terrible quality, not smooth at all

I have a few irons in various shapes and was excited to add a star to my collection, but this one is terrible quality. The surface isn't smooth at all and it almost seems like it's coated with something? I'm afraid to use it. I ordered another one from the same seller that hasn't arrived yet, but once I get that one, either just the star or both will be going back if the quaility on the second isn't better. Very disappointing.
