Yes, that should work. The tape has a thin layer of what looks like Fiberglas woven into it so it acts as a thermal break to either side.

Not sure because oily film associated with a valve cover. Maybe if you super clean the area it might stick. There are other types of heat shields on the market, you just have to search for them that will work for your application.

If I had the package I might be able to tell you (at least whether or not that info was listed). I have a header on my transverse mounted four banger (header faces forward) so I use this stuff to wrap wires and hoses, etc. Getting it to stick well can be tricky. I use stainless zip ties as needed. It does provide the necessary thermal protection. On a funny car I might look for a different product.
